The Calmness of the Japanese

I was just having a discussion with a co-worker about this. How come after such a devastating earthquake and tsunami aren't the Japanese looting and pillaging? Why aren't there paranoid calls for the Prime Minister, Naoto Kan to be impeached (or whatever the Japanese equivalence is for removal from office-something Americans can learn about when it comes to the timing of the president's reaction time) Why are they so patient and law-abiding?
