Gibbs: White House Told Me Not to Acknowledge Drone Program

Is this actually true?  Is Jay Carney actually admitting that he was instructed by the White House to lie?  That's exactly what it sounds like to me.  But that would mean that Carney is actually telling the truth, or at least parroting orders to pass the buck, a la President Obama and Hillary Clinton regarding Benghazi.
It also kind of sounds like Carney is throwing Obama under the bus here.  I know, kooky.  If not, it's the closest thing you'll see to it in this lifetime.
